This notation indicates that the subject of your search also has arrest information on file with the FBI from states other than Wisconsin. 

Under most circumstances information from the FBI record is not available.  In order to obtain information from the FBI, fingerprints must be submitted under a federal law or a Wisconsin statute approved by the United States Attorney General.

If a Wisconsin Record does not contain either notation, it does not necessarily mean that no other record exists for the subject.  It merely means that any Wisconsin record has not been automatically linked to a record at the FBI.
