Certain convicted persons, based on the circumstances of their offense are required to register with the state as sex offenders. This registration is required for certain convictions and may be ordered in other convictions if the sentencing court determines the underlying conduct was sexually motivated and the best interests of the public are served by requiring the person to register.
However, there may be circumstances under which a registered sex offender residing in the state does not have a criminal record with the State of Wisconsin. The sex offender may have been convicted in another state and moved to Wisconsin without transferring their registration; the underlying offense may have occurred prior to 1971 when all arrests were reported directly to the FBI and not the state; or, an arrest fingerprint card for the subject was never submitted.
